Temporary Peak Staff: What Must Be Set Up Before the First Shift?

Temporary Peak Staff: What Must Be Set Up Before the First Shift?

Before a temporary or part-time hire starts a peak shift, four things must already exist: written Key Employment Terms, a payroll record that will produce an itemised payslip, work injury insurance that covers them, and a named system login tied to a single end date. None of those four can be done retrospectively without creating either a compliance gap or an access gap. If you plan to bring in extra hands for November and December, mid-October is when the paperwork and the logins get built, because by the second week of November your operations lead will be solving packing problems, not reading the Employment Act.

Which employment rules still apply when someone works only twelve days?

Almost all of them. A short contract does not create a lighter category of employee in Singapore. The practical baseline for a temporary or part-time hire is this:

If you are hiring students or anyone who is not a citizen or PR, check their right to work before the shift, not after. Work Permit holders cannot be deployed to a different employer, which rules out borrowing staff from a friendly supplier for a fortnight.

What does a peak temp actually cost per hour?

The hourly rate you negotiate is roughly 75 to 85 per cent of the real cost. Build the full number before you agree headcount, because the gap is what turns a profitable December into a flat one.

  1. Base hourly rate for the role.
  2. Employer CPF for citizens and PRs, which varies by age band.
  3. Overtime premium on every hour past the normal working day, at 1.5 times, for eligible staff.
  4. Public holiday and rest day premiums if you trade through them.
  5. Work injury insurance, usually a small premium adjustment on your existing policy.
  6. Supervision and training, the hidden one. A new packer costs a supervisor time for the first two shifts, and that supervisor is your most expensive person in December.

A useful discipline: write the loaded cost per hour on the same sheet as your fulfilment cost per order. If four temps for six weeks adds more per order than your average gross margin on a discounted peak sale, the answer is fewer temps and tighter cut-off dates, not more bodies.

What system access should a temp get, and what should they never get?

The principle is one named login per person, scoped to one job, with an expiry date set on the day it is created. Shared accounts are the single worst habit of peak season, because a shared login cannot be switched off for one leaver and cannot tell you who processed a refund.

Reasonable for a temp: the warehouse or point-of-sale app, the shipping label tool, a staff chat channel, and a timesheet. Not reasonable, in almost every case: exporting the full customer list, issuing refunds without approval, bank or payment platform access, Corppass or Singpass business transactions, and any administrator role in your email or storage tenant.

Two extra guardrails are worth the ten minutes. First, a short written line in the KETs or staff handbook stating that customer names, addresses and phone numbers are not to be copied, photographed or pasted into any outside tool, including public AI chatbots. Under the Personal Data Protection Act the business carries the liability, not the temp. Second, cap refund and discount authority by role, so a well-meaning new hire cannot approve a large credit to resolve an angry caller.

How do you make the last shift as clean as the first?

Set the end date at the beginning. On the day you create the login, record the planned last day and schedule the shutdown for that date. On the last shift, four things happen: logins disabled, physical access returned (keys, access cards, uniforms, scanners), final pay and any pro-rated leave calculated for the next payroll run, and employment records filed. Records for a former employee should be kept for a year after they leave, and for current employees for two years.

Also ask for a ten-minute handover before they go. The person who packed 400 orders a day for six weeks knows exactly which SKU jams the label printer and which courier collection runs late. That is free process improvement, and it evaporates the moment they walk out.

What should you do this week?

Three tasks, about two hours in total. Draft a one-page KETs template with a blank end date so each hire takes five minutes rather than an hour. Confirm with your insurer that your work injury policy covers additional temporary headcount and what notification it needs. Then write down the access list for each temp role and the matching shutdown checklist, and give both to one named person. If headcount, cost per hour, access and the last day are all decided before the first shift, peak season becomes a capacity problem, which is manageable, instead of an admin problem, which is not.

Frequently asked questions

Do I need to pay CPF for a student working two weekends in December?

If the student is a Singapore citizen or permanent resident and earns more than $50 in the month, employer and employee CPF contributions apply. Being a student, or working only a few days, does not exempt the engagement. Foreign students require valid permission to work before the first shift.

Can I pay a temp as a freelancer instead to keep it simple?

Only if the arrangement is genuinely a contract for service. If you set their hours, supervise their work, provide the equipment and direct how the job is done, they are an employee in substance, and the CPF, payslip and insurance obligations follow regardless of what the document is titled. Misclassification is cheap to do and expensive to unwind.

What is the minimum paperwork for a hire of under 14 days?

Written Key Employment Terms are not mandatory below 14 days, but itemised payslips, CPF where applicable and work injury insurance still are. In practice, issue the one-page terms anyway. It takes five minutes, it prevents arguments about the agreed rate, and short contracts have a habit of being extended once peak gets busy.
