Singapore SME Cost Outlook 2027: Rent, Manpower and Software Renewals to Price in October
If you are planning 2027, the useful news is that most of next year's cost increase is already decided and published. Manpower is the biggest mover, because CPF settings, the Local Qualifying Salary and the Progressive Wage Model schedules step up on announced dates rather than on how your year went. Rent is the slowest mover but the largest single cheque, and it only changes when your lease comes up. Software is the one that catches owners out, because nothing announces it: subscriptions renew themselves, per seat prices creep, and features you already use get moved into a higher tier. Build one cost register in October and you will know your 2027 number before the budget conversation starts, instead of discovering it one invoice at a time.
Why does manpower cost more even if nobody gets a raise?
This is the line most owners get wrong, because they budget salaries and forget that the cost of employing the same person changes on its own.
Four things move independently of your pay review:
- The CPF Ordinary Wage ceiling. The ceiling finished its phased climb to $8,000 a month on 1 January 2026, which makes 2027 the first full year at the top rate. If you hired mid 2026, your 2026 actuals understate the true annual cost of your higher earners. Budget from the full-year figure, not from last year's average.
- Senior worker CPF rates. Contribution rates for staff above 55 have been stepping up in planned stages. Check whether another step applies on 1 January 2027 and list every employee who crosses 55, 60 or 65 during the year, because their cost changes mid-year.
- The Local Qualifying Salary and Progressive Wage Model. If you hire foreign workers, every local on your payroll must be paid at or above the LQS to count toward your quota. PWM sectors, including retail, food services, cleaning, security, landscape and administrators, publish wage steps years ahead. These are legal floors, not market guidance.
- Work pass costs. Employment Pass and S Pass qualifying salaries rise with age, so a renewal in 2027 can cost more than the same person cost in 2024 even with no promotion. Levies and quotas sit on top.
Put every one of these in the register with the date it takes effect. A cost that starts in March is three quarters of a year, not a full one.
What is happening to rent, and what can you actually do about it?
Rent does not change on a national schedule. It changes on your renewal date, and your negotiating position is set six to nine months before it. The practical question is not what the market is doing, it is how much notice your lease requires and whether you have started looking.
Three things to settle in October:
- Find your lease expiry and your notice period. Many commercial leases require three to six months' written notice to renew or exit. Miss it and you can roll onto less favourable terms automatically.
- Price your alternative before you negotiate. A landlord's number is easier to discuss when you can name a comparable unit and what it costs. If you have not viewed anything, you are not negotiating, you are accepting.
- Count the hidden lines. Service charge, property tax treatment, aircon after hours, reinstatement at exit. Reinstatement in particular is a real cost most owners never provision for, and it only surfaces when they decide to move.
If hybrid working has permanently cut your desk count, 2027 is when that becomes money rather than theory. A smaller unit taken at renewal is usually the single largest saving available to a ten person company.
Why are software renewals the biggest surprise on the list?
Because nobody owns them. Software is bought by whoever needed it, on whoever's card was handy, and it renews silently. Over four or five years a small company typically accumulates more subscriptions than anyone can list from memory.
What is pushing 2027 software cost up:
- AI features moved into higher tiers. Across accounting, CRM, design and productivity tools, vendors have added AI capability and repriced the plan that contains it. You can end up paying more for the same work you did last year.
- Per seat creep. You hired three people and bought three more seats. Nobody removed the seats of the two who left.
- Annual uplift clauses. Many contracts allow a yearly increase without renegotiation. It is in the terms you accepted.
- Auto renewal windows. Cancellation often requires 30 to 60 days' notice before the renewal date. Once that window closes you owe another full year.
The fix is unglamorous and it works: pull twelve months of card and bank statements, list every recurring charge, and write the renewal date next to each one. Most owners find between 10 and 25 percent of software spend is for seats nobody uses or tools nobody opens.
What else should be in the 2027 number?
Utilities deserve a line. The carbon tax is on a published upward path, and that flows into electricity pricing rather than arriving as a separate bill. Insurance renewals have been rising across the market. Professional fees move when your filing obligations do, and 2027 brings new written obligations under the Workplace Fairness Act and flexible work guidelines that may mean paid advice or a documented process you do not have yet.
None of these is large alone. Together they are usually the difference between a budget that holds and one that is wrong by March.
How do you build the cost register in one afternoon?
One page, five columns: cost line, what it was in 2026, what it will be in 2027, the date the change takes effect, and who owns it.
Fill it in this order, because it runs from largest to most forgotten: payroll including employer CPF, rent and service charge, software subscriptions, utilities and insurance, professional fees. Mark each 2027 figure as confirmed, scheduled or estimated. Confirmed means you have the renewal notice in hand. Scheduled means the increase is published with a date. Estimated means you guessed, and that is the line to revisit in January.
Then do the single most valuable thing on the page: sort by renewal date and put every date in a shared calendar with a reminder 60 days before. Almost every cost surprise an SME suffers is a date that passed without anyone noticing.
What should you decide before 31 December?
Three decisions, and they are genuinely decisions rather than admin.
First, headcount. If the fully loaded cost of a role has risen, confirm the role still earns its keep before you reopen the hire in January. Second, your lease position, if renewal falls in 2027. Start looking now or accept you will take the landlord's number. Third, your software list. Cancel what is unused while the notice window is still open, because in February it will not be.
A ten person company that does this in one afternoon usually finds enough in unused subscriptions and seats to cover a meaningful part of the scheduled manpower increase. The register is not the point. Knowing the number before someone else tells you it is the point.
Frequently asked questions
How much should a Singapore SME budget for cost increases in 2027?
There is no single percentage, because the mix matters more than the market. A business that is mostly payroll will feel the scheduled CPF and wage floor changes hardest. A business with a 2027 lease expiry will see its biggest swing there. Rather than applying a blanket uplift, price the three lines separately. The scheduled items can be calculated exactly, which means most of your 2027 number is knowable rather than guessable.
When is the right time to renegotiate a commercial lease?
Start six to nine months before expiry, and check your notice period first, because it sets your real deadline. Viewing at least one genuine alternative before you open the conversation is what changes the outcome. Owners who begin two months out almost always renew on the landlord's terms, simply because moving is no longer possible in the time available.
What is the fastest way to find software we are paying for and not using?
Export twelve months of business card and bank transactions and filter for anything that repeats monthly or annually. That one list usually produces several charges nobody recognises. For each survivor, check how many seats are licensed against how many people are employed today, and write down the renewal date and the notice period. Doing this once a year, in October, is enough.
