January 2027 Payroll Changes: What Singapore SMEs Must Configure in December

If you run payroll in Singapore, the January 2027 run is the one most likely to produce a wrong net pay figure, a rejected CPF submission or a quietly broken work pass quota. Three things sit at the turn of the year: CPF contribution rates for your older employees, the Local Qualifying Salary that decides how many foreign workers you may hire, and the Additional Wage ceiling that your December bonus eats into. None of this is difficult. All of it has to be configured in December, because once January payroll is approved the money has already left your account and a correction means refiling with CPF Board rather than editing a spreadsheet.

What actually changes in your January 2027 payroll run?

Start with what is already settled. The CPF Ordinary Wage ceiling finished its phased climb on 1 January 2026 and now sits at $8,000 a month, with the annual salary ceiling at $102,000 and the CPF Annual Limit at $37,740. That part of the roadmap is done, so if your payroll software is still capping Ordinary Wages at $7,400 or $6,800 you have been under-contributing for most of 2026 and should check that before anything else.

The moving piece is senior worker contribution rates. Employees aged above 55 to 65 have had their total CPF rates lifted by 1.5 percentage points on 1 January 2025 and again on 1 January 2026, as part of the published plan to bring the 55 to 60 band back towards the full rate. Whether a further step lands on 1 January 2027 is the single fact you must confirm against the CPF Board contribution rate tables rather than against last year's payroll settings or a vendor newsletter. If your workforce includes anyone turning 55, 60, 65 or 70 during the year, their rate changes in the month following their birthday regardless of what happens at the national level, and that alone catches out businesses every quarter.

Separately, Skills Development Levy still applies to every employee including foreign workers, at 0.25 per cent of monthly remuneration with a $2 minimum and $11.25 maximum. It is small money and a common audit finding.

Why does December decide whether January goes smoothly?

Because December is where the information arrives and January is where it is spent. Bonus decisions, salary increments effective 1 January, new hires starting after Chinese New Year, and the staff who crossed an age band in the last quarter are all known in December. If you reconcile them then, January payroll is a normal run. If you leave it, you are making compliance decisions in the same week your team returns from leave and your accounts person is closing the prior year.

Set a fixed date in the second week of December to pull a staff list showing date of birth, residency status, monthly gross and year-to-date Ordinary Wages. Everything below reads off that one list.

How does the Local Qualifying Salary affect your foreign worker headcount?

This is the change most SMEs misread as a pay question when it is actually a hiring question. The Local Qualifying Salary has been $1,600 a month for full-time local employees, or $10.50 an hour for part-timers, since 1 July 2024. It is not a minimum wage. It is the threshold at which a local employee counts towards the quota entitlement that lets you hold Work Permits and S Passes.

A local paid below the threshold counts as a fraction of a head, or not at all. So if you trim part-time hours over a quiet January, or a long-serving staff member moves to a reduced schedule, your entitlement can fall below the passes you already hold. The renewal is then refused and you discover the problem when a worker's pass expires, not when the decision was made. Before you approve any January schedule change, check whether the affected employee is one you are counting on for quota. If your sector sits under a Progressive Wage Model, such as cleaning, security, landscape, lift maintenance, retail, food services, or the occupational wages for administrators and drivers, confirm the step-up dates for 2027 as well, since several fall in March or July rather than January.

What does the Additional Wage ceiling do to your festive bonus?

The Additional Wage ceiling for a year is $102,000 minus the total Ordinary Wages on which CPF was payable that year. For a staff member earning well under the monthly ceiling, the bonus attracts full CPF. For higher earners, part of a December or January bonus may fall outside CPF entirely, and the calculation depends on the whole year, not the month.

Two practical points. First, if a bonus is paid in January it belongs to the 2027 Additional Wage calculation, not 2026, so the timing of the payment changes the employer cost. Second, your payroll system should be computing this automatically. If somebody in your office is doing it by hand, that is the task to automate first, because it is the one with the highest chance of a silent error and the clearest audit trail when it goes wrong.

Which payroll settings should you actually open and check?

What does getting this wrong actually cost?

Under-contributing to CPF attracts late payment interest of 1.5 per cent per month on the shortfall, charged from the first day of the following month with a $5 minimum, plus the obligation to recover any employee share you failed to deduct. The cash cost on a small shortfall is minor. The real cost is the backfiling, the staff conversations about corrected payslips, and the fact that a quota miscalculation can leave you short of a worker in the middle of your February recovery from Chinese New Year. One December afternoon of checking removes all of it.

Frequently asked questions

Do I need to tell staff aged 55 and above that their take-home pay is changing?
Yes, and do it before the payslip arrives. Higher senior worker rates mean a larger employee deduction as well as a larger employer contribution. A short note explaining that the extra amount is going into their own CPF accounts prevents the January queue at your HR desk.

My payroll software vendor says they handle all updates automatically. Do I still need to check?
Check anyway, with one test payslip for an employee in each age band. Vendors generally do update rate tables, but they cannot fix a wrong date of birth, a stale residency status or an employee you have mis-flagged as part-time. Those are your records, and they are where most errors actually live.

We are not sure whether a further CPF rate increase applies from January 2027. Where is the authoritative answer?
The CPF Board contribution rate tables and the Ministry of Manpower announcements are the only sources to rely on. Verify the 2027 figures directly rather than carrying forward last year's configuration, and keep a dated screenshot of what you checked in your year-end file so an auditor can see the basis for your settings.
