How to Choose a Peppol Access Point in Singapore: A 2026 Buyer's Guide

How to Choose a Peppol Access Point in Singapore: A 2026 Buyer's Guide

If you are a GST-registered Singapore SME choosing a Peppol access point, the decision comes down to four things: whether the provider is accredited by IMDA, whether it connects natively to the accounting system you already run, whether it handles inbound invoices as well as outbound ones, and what it charges once your document volume grows. Everything else — dashboards, AI extraction, mobile apps, white-labelled portals — is secondary. Get those four right and InvoiceNow becomes a background utility nobody thinks about. Get them wrong and you have bought a second system your finance team has to operate by hand, on top of the accounting software you already pay for.

What does a Peppol access point actually do?

InvoiceNow is Singapore's nationwide e-invoicing network, run by IMDA on the international Peppol standard. It is not a portal you log into and it is not a PDF emailer. It is a delivery network, and it works on what Peppol calls the four-corner model: your accounting system hands a structured invoice to your access point, your access point routes it to your customer's access point, and their access point drops it into their accounting system. Nobody rekeys anything. Nobody emails a PDF that sits unread in a shared inbox for nine days.

The access point is corner two. It is the licensed post office. You cannot connect to the network directly — you connect through a provider that has been accredited to operate on it. That is the entire product category, and understanding that it is plumbing rather than software is what stops SMEs from overbuying.

Do you actually need one, and by when?

The GST InvoiceNow requirement is being phased in rather than switched on. Newly incorporated companies that register for GST voluntarily came into scope from 1 November 2025, and the requirement extended to all new voluntary GST registrants from 1 April 2026. Existing GST-registered businesses are being brought in on a later timeline, which IRAS has said will come with advance notice rather than a surprise cut-off.

Three things make that timeline less comfortable than it reads. First, if you supply government agencies, you are already transacting electronically and the muscle memory exists — you are further along than you think. Second, your larger customers will move before you do, and when a corporate buyer switches on e-invoicing they tend to ask suppliers to follow within a quarter. Third, the useful window to implement is a quiet one, and Q4 in Singapore is not quiet. The businesses that do this badly are the ones doing it in the same six weeks as year-end close and IR8A preparation.

What are the real options for a Singapore SME?

There are three routes, and most SMEs only genuinely need to consider the first.

Which questions actually separate the providers?

Vendor comparison pages will not answer these. Ask them directly, in writing, before you sign.

QuestionWhy it matters
Are you an IMDA-accredited access point, or reselling someone else's?Resale is fine, but you need to know who you escalate to at 4pm when a document will not deliver.
Does this handle inbound as well as outbound?Outbound-only halves the benefit. The payables time saving is usually the larger one.
How does it write back into my accounting system? If a received invoice lands in a portal rather than as a draft bill, you have added a step, not removed one.
What happens when a document is rejected?Silent failures are the real risk. You want an alert and a clear error, not a document that quietly never arrived.
What is the price at three times my current volume?Per-document pricing beyond a bundled allowance is where budgets quietly break.
How are documents archived, and can I export them?IRAS record-keeping runs to five years. Confirm retention and an exit path.
What are support hours, in SGT?Offshore support on a foreign clock is a genuine operational constraint at month-end.

What should this cost, and what belongs in the 2027 budget?

Indicative ranges, which you should treat as a sanity check rather than a quote. Bundled connectivity inside an accounting subscription is often free or in the region of S$10–30 a month. Standalone access point services typically start around S$30–100 a month with a document allowance, then charge per document above it. ERP or custom middleware integration is a one-off project, commonly S$3,000–15,000 depending on how many document types and entities are in scope.

PSG support is available for pre-approved solutions, and e-invoicing-capable accounting packages sit on that list. Support levels and the approved-solutions list both change, so confirm the current position on the Business Grants Portal rather than relying on a vendor's slide. If you are budgeting for 2027, put the subscription in opex and any integration work in a Q4 2026 or Q1 2027 capex line — not as an unfunded assumption that IT will absorb it.

How long does onboarding really take?

Four to eight weeks for a straightforward accounting-software rollout, and the software is not the slow part. Registering your Peppol ID against your UEN takes days. Connection testing takes days. What takes weeks is customer master data: you need valid UENs for the counterparties you intend to transact with electronically, and most SME customer lists have gaps, typos and defunct entities in them. Start that clean-up now, because it is the one task that does not compress under pressure.

Plan a parallel run. Send electronically and continue the existing process for two to three billing cycles, then stop the old one deliberately rather than by drift.

What does a sensible plan to 31 December look like?

The underlying point is that InvoiceNow is not an accounting change. It is an infrastructure change with an accounting deadline attached, and infrastructure decisions made under deadline pressure are the expensive kind.

Frequently asked questions

Can I use InvoiceNow without changing my accounting software?

Yes. A standalone access point can operate alongside your existing system, and middleware can connect an ERP that has no native Peppol support. It costs more and adds an integration point, so check the native option first — but no, you are not forced to migrate systems to comply.

What happens if my customer is not on the Peppol network yet?

You keep invoicing them the way you do today. The network only carries documents between two connected parties, so adoption is gradual by design. Most SMEs run both channels for a year or more, which is why the inbound and outbound split matters when you choose a provider.

Is InvoiceNow the same as submitting invoice data to IRAS?

They are related but distinct. InvoiceNow is the delivery network between businesses; the GST InvoiceNow requirement additionally involves transmitting invoice data to IRAS through that network. When you evaluate providers, confirm explicitly that they support the IRAS transmission, not only business-to-business delivery.
