AWS and Bonus Computation for a Small Singapore Team: Getting December Payroll Right
The Annual Wage Supplement, the thirteenth month, is not compulsory in Singapore. You owe it only if your employment contracts, letters of appointment, employee handbook or a collective agreement promise it, and if they do, it is a debt like any other. Where it is payable, the computation is usually one month of basic wages, pro-rated by completed months of service for anyone who joined or left during the year. The arithmetic takes ten minutes. What catches small teams is the CPF that sits on top, because bonuses are treated differently from monthly salary and the extra employer cost is not a flat percentage of what you pay out.
Does a small company have to pay AWS at all?
No, not by statute. The Employment Act does not oblige any employer to pay a thirteenth month. The Annual Wage Supplement became a contractual promise for most Singapore companies through custom and through the National Wages Council guidelines, which are tripartite recommendations rather than law.
The test is simple: open the signed contract. If it says AWS is payable, you must pay it, and you cannot reduce or skip it without the employee agreeing in writing. If it says AWS is discretionary or subject to company performance, you have room to decide, and you should say so clearly and early rather than letting people assume. If it says nothing, you are not obliged, but repeating the same payment for several years without qualification starts to look like an established practice.
One thing that is no longer true: AWS used to be capped at three months of salary under the Employment Act. That cap was removed in April 2019. Whatever your contract says is what applies.
How do you pro-rate AWS for someone who joined mid-year?
The standard formula is completed months of service in the year, divided by twelve, multiplied by one month of basic salary. Basic salary means basic: not overtime, not commission, not transport or phone allowances, unless your contract defines it otherwise.
So a designer on $4,200 basic who started on 1 April has worked nine completed months by 31 December. Nine divided by twelve is 0.75, and 0.75 of $4,200 is $3,150.
Two details decide arguments before they start. First, write down whether a partial month counts, and apply the same rule to everyone. Second, decide what happens to a leaver. Most small companies pay pro-rated AWS only to staff still employed on the payment date, but that condition has to be in the contract to be enforceable. If it is not written anywhere, a resigning employee has a reasonable claim to the months already served.
Why does CPF cost more on some bonuses than others?
Because CPF treats a bonus as Additional Wages, which have their own annual ceiling. The Additional Wage ceiling is $102,000 minus the total Ordinary Wages already subject to CPF for that employee in the same calendar year, with the same employer. Anything above that line attracts no CPF at all.
Ordinary Wages themselves are capped. The monthly Ordinary Wage ceiling finished its phased increase and stands at $8,000 in 2026, so no more than $8,000 of a month's salary ever attracts CPF, no matter what you pay.
Two worked examples for a staff member aged 55 or under, where the employer contribution is 17 percent:
- Admin executive on $3,500 basic. Ordinary Wages subject to CPF for the year are $42,000, so the Additional Wage ceiling is $60,000. A one month AWS of $3,500 is fully within it. Employer CPF is $595, and your true cost is $4,095.
- Operations manager on $9,000 basic. Only $8,000 a month attracts CPF, so Ordinary Wages subject to CPF are $96,000 and the Additional Wage ceiling is just $6,000. A one month AWS of $9,000 attracts employer CPF on $6,000 only, which is $1,020, not $1,530.
Rates differ for employees above 55, and those bands have been rising, so pull the current CPF contribution table rather than applying 17 percent across the whole payroll. Budget the employer share as a separate line. A team of ten on an average $4,500 basic is roughly $45,000 of bonus and close to another $7,000 of CPF, due by the 14th of the month after payment.
Does it matter whether the bonus lands in December or January?
It can, in three ways.
CPF follows the month of payment, so a January bonus counts against the new year's Additional Wage ceiling, which has reset. For a high earner whose ceiling is nearly used up, that can mean more CPF, not less. For cash flow, it moves both the payout and the CPF into the next quarter.
Tax is the opposite trap. A contractual bonus is generally taxable in the year the employee becomes entitled to it, not the year it hits their bank account. A non-contractual bonus is taxable by reference to when the employer declares it. Confirm the treatment with your accountant before you shift the date, because moving cash does not always move the tax year.
Goodwill is the third. Chinese New Year falls on 6 February 2027. A bonus that arrives after people have already committed to red packets and travel does not buy the loyalty you paid for.
What has to reach IRAS, and by when?
Every bonus paid in 2026 goes on the employee's Form IR8A for Year of Assessment 2027. Employers with five or more employees must submit through the Auto-Inclusion Scheme, and the deadline is 1 March. Smaller employers still have to issue the form to staff by the same date.
Practically, that means your December payroll needs to be closed properly, not patched with a bank transfer outside the system. Every ad hoc payment made by direct transfer in December is a reconciliation problem in February, when you have company tax and possibly a stocktake to close at the same time.
What should an owner do this week?
- Read the AWS clause in your three most recent contracts and confirm they all say the same thing.
- List every employee with their basic salary, start date and completed months, and compute the pro-rated figure.
- Add the employer CPF as a separate budget line, using the correct rate for each age band.
- Fix a payment date, and tell the team that date in writing.
- Decide the leaver rule now, before someone resigns in November.
An afternoon spent on this in October removes a predictable December argument and a predictable February scramble.
Frequently asked questions
Is AWS compulsory for a Singapore company?
No. It is only enforceable if an employment contract, appointment letter, handbook or collective agreement provides for it. Where it is provided for, you cannot unilaterally reduce or withhold it; any variation needs the employee's written agreement.
Do I pay CPF on a performance bonus as well as the AWS?
Yes. Both are Additional Wages and both count towards the same annual ceiling of $102,000 minus the Ordinary Wages already subject to CPF. If AWS and a performance bonus are paid in the same year, add them together before testing against the ceiling.
Can I pay the bonus in January to ease December cash flow?
You can, if the contract does not fix a date. It moves the cash and the CPF into the new year, and the Additional Wage ceiling resets, which may help or hurt depending on salary level. Check the tax year with your accountant first, and weigh the loss of goodwill before Chinese New Year.
