WhatsApp Business API Cost Per Message: What Singapore SMEs Will Actually Pay This Festive Season

If you run WhatsApp through the Business API, you are now paying per message rather than per 24 hour conversation, and that is the main reason your messaging bill has stopped being predictable. For most Singapore SMEs the cost falls into three buckets: marketing templates, which carry the highest rate; utility templates, which are far cheaper and in some cases free; and service replies sent inside an open customer service window, which cost nothing. If you cannot state your split across those three buckets, you cannot forecast December, and you cannot defend the spend when the 2027 budget closes.

What actually changed in WhatsApp Business pricing?

Two shifts matter. First, Meta stopped charging for service conversations started by the customer. When someone messages you and you reply inside the open customer service window, those replies are free. Second, business-initiated template messages moved from conversation-based billing to per-message billing. Under the old model, one 24 hour window covered everything you sent inside it. Under per-message billing, every template message is a separate charge.

The practical effect is that chatty, multi-step template flows got more expensive and reactive support got cheaper. A business that sends one confirmation and then handles the rest inside the customer's own thread is now paying very little. A business that pushes three or four template messages per customer per campaign is paying several times what it did before.

Rates are set by Meta per country and per category, and they do change. Your Business Solution Provider, whether that is 360dialog, Twilio, Wati, Infobip or another, then adds a platform fee or a markup on top. So the only number you should trust is your own. Pull the last three monthly invoices and the message volume report behind them before you plan anything.

Which template category is costing you the most?

There are three paid categories and the gap between them is large.

The temptation is obvious: write the promotion as if it were a delivery update and pay the utility rate. Do not. Meta reclassifies templates, rejects them, or approves them and then penalises your quality rating when recipients block or report. A dropped quality rating cuts your messaging limits, and it cuts them at exactly the moment you most need headroom. The cheap route is not disguising marketing as utility, it is sending fewer and better marketing messages.

How do you work out your real cost per message and per enquiry?

Cost per message alone is not the number you want. You want cost per task completed. Build it in four lines from your own invoice.

  1. Message cost: volume by category multiplied by the rate on your invoice.
  2. Platform cost: your BSP's monthly fee and any per-message markup, divided across the same volume.
  3. Staff cost: minutes your team spends on WhatsApp threads multiplied by loaded hourly cost. This is usually the biggest line and the one nobody counts.
  4. Outcome: orders placed, enquiries resolved, appointments confirmed.

Divide total cost by outcomes and you have a figure you can put beside a phone line, an email helpdesk or a part-time hire. In most SME cases we see, the messaging fee is a minor line and the staff time dominates. That matters, because it means the way to cut the bill is to resolve more threads without a human touching them, not to shave a fraction of a cent off a template.

Where does the festive peak break the budget?

Three dates do the damage. Black Friday on 27 November, 12.12, and the run-in to Chinese New Year in February 2027. Marketing volume multiplies, and because every template is now billed individually, a three-message campaign sequence costs three times a one-message campaign at the same reach.

Inbound volume rises too, and that part is free on the Meta side but not on the payroll side. Returns questions, delivery chasing and stock enquiries all land in your team's lap during the same fortnight. Two things to watch: your messaging limit, which rises with quality rating and good standing, and the block and report rate on marketing templates, which is what knocks that rating down. Plan the festive sequence so the expensive marketing push is short and the follow-up happens inside the customer's own reply thread.

How do you prove the WhatsApp spend before budget season closes?

If you want this line item approved for 2027, bring three numbers to the table.

Tag every campaign so the revenue side is attributable. Untagged blasts are the single most common reason a working WhatsApp channel gets cut in a budget review: it was earning its keep and nobody could show it.

What should you fix in the next two weeks?

Before 27 November: download three months of invoices and get your category split. Audit every approved template and confirm each one sits in the correct category. Count the template messages in each festive campaign sequence and cut any that could instead be a reply inside an open window. Check your current messaging limit and quality rating. Finally, set a monthly ceiling with your BSP so a misfired campaign cannot run up an unbudgeted bill over a weekend.

Frequently asked questions

Are customer service replies really free?
Replies sent inside the open customer service window that follows a customer's message are not charged by Meta. Your BSP may still charge a platform fee, and your staff time is never free. Once that window closes, reaching the customer again requires a paid template.

Is WhatsApp Business API cheaper than SMS for order updates?
For transactional notifications in Singapore, utility templates generally come in below SMS on a per-message basis, and they carry richer content and delivery confirmation. The honest comparison needs your own invoice on both channels, because SMS aggregator rates vary widely by contract.

Can I cut costs by moving back to the free WhatsApp Business app?
You can, but you lose the API, which means no CRM integration, no automated flows, limited devices and manual broadcast lists. For a business sending a few hundred messages a month that trade can make sense. Above that, the labour you add back usually costs more than the messaging fees you save.
