InvoiceNow and Peppol Readiness: What Singapore SMEs Must Fix Before 2027

InvoiceNow and Peppol Readiness: What Singapore SMEs Must Fix Before 2027

InvoiceNow readiness means three things for a Singapore SME: your accounting system can send and receive invoices as structured data over the Peppol network, your business is registered on that network under its own identifier, and your customer and supplier records are clean enough for those invoices to actually arrive. If your current process is to generate a PDF and email it, you are not ready. The software part usually takes days. The data clean-up behind it takes weeks. With the GST InvoiceNow requirement already in force for new voluntary GST registrants and IRAS signalling further phases for the rest of the GST-registered base, the working deadline for most SMEs is before your year-end books close, not whenever your own phase is finally announced.

What is InvoiceNow, and why is it not just emailing an invoice?

InvoiceNow is Singapore's nationwide e-invoicing network, run by IMDA and built on the international Peppol standard. The difference from email is that an InvoiceNow invoice is structured data, not a document. Your system sends defined fields - buyer identifier, line items, tax amounts, payment terms - through an access point, across the network, into your customer's accounting system. Nobody retypes anything at the other end.

That is the actual business case, and it runs in both directions. Invoices you send stop getting lost in a shared inbox and stop being keyed in wrongly by a customer's admin staff, which is one of the quieter causes of late payment. Invoices you receive arrive as data your own system can match against a purchase order without a person reading a PDF. For an SME processing a few hundred supplier invoices a month, that is real hours, and it is the same argument as any other automation decision: what does this task cost us per unit today, and what will it cost after.

Who is required to use InvoiceNow, and from when?

IRAS has phased the GST InvoiceNow requirement rather than switching everyone over at once. The phases announced to date have covered voluntary early adopters first, then newly incorporated companies registering for GST voluntarily, then all new voluntary GST registrants. IRAS has said the requirement will be progressively extended to the wider GST-registered population, with timing to be announced.

Two practical readings of that. First, if you are already GST-registered and were not caught by an early phase, you are not currently in breach of anything - but you are on a list whose date has not been published yet. Second, if you are planning to register for GST, incorporate a new entity, or restructure in 2027, check the current IRAS phase table before you file anything, because the obligation attaches to the registration event. Separately, if you sell to government agencies, e-invoicing capability has been a procurement expectation for some time and is worth confirming with each agency you supply.

Treat the announced dates as the floor, not the plan. Businesses that waited for a hard date on previous compliance changes ended up doing the work in December alongside everything else in this article.

What does getting ready actually cost?

Budget for five line items, not one:

Grant support has been available through IMDA adoption incentives and the Productivity Solutions Grant for qualifying accounting solutions. Terms and amounts change, so confirm the current scheme and eligibility before you commit spend - and before you assume a grant covers the clean-up labour, because usually it does not.

What breaks first when an SME switches to e-invoicing?

In rough order of how often it happens:

How should you sequence the work before 2027?

Six steps, in this order:

  1. Confirm your position. Check your GST registration status against the current IRAS phase table and note whether any 2027 plans would change it. Half a day.
  2. Check your system. Ask your software vendor one question in writing: can this send and receive InvoiceNow documents today, and at what cost. A day.
  3. Clean the master data. Deduplicate customers and suppliers, verify identifiers for your top accounts by invoice volume, and fix the billing contacts. Two to four weeks of part-time work. Start this first if you start nothing else.
  4. Pick an access point. Compare per-document cost at your actual volume, support hours, and whether they handle credit notes and invoice responses.
  5. Pilot with three customers. Choose ones who are already on the network and who will tell you when something looks wrong. Include one credit note in the test.
  6. Write the handover note. One page covering who sends, who checks for failures, and what to do when an invoice does not arrive. This is what keeps it working over the Chinese New Year shutdown when your usual person is away.

The ordering is deliberate. Buying software before cleaning the data is how SMEs end up paying a service provider to route invoices to addresses that do not exist.

How does this fit the rest of the year-end list?

It overlaps more than it looks. The customer database you are cleaning for InvoiceNow is the same database due a PDPA retention review before year end, so do both passes at once and delete what you no longer have a reason to keep. The February supplier shutdown that drives your Chinese New Year lead times is also when invoice exceptions pile up unattended. And if you are refreshing end-of-support hardware or a legacy server before 2027, the accounting system decision belongs in that same conversation rather than a separate one six months later.

Frequently asked questions

Do I have to switch to InvoiceNow if I am already GST-registered?

Not necessarily today. The announced phases have targeted voluntary and newly registering businesses first, and IRAS has said the requirement will be extended progressively to the wider GST-registered base with timing to be confirmed. Check the current IRAS guidance for your situation. The practical answer is to get ready on your own schedule rather than on a deadline somebody else sets.

Can I use InvoiceNow if my customers are not on it?

Yes. You can be network-capable and still email PDFs to customers who are not connected, which is how almost every adoption actually works in the first year. The point of being ready early is that you absorb your own learning curve while the volume is low and the stakes are small.

What happens if an InvoiceNow invoice fails to deliver?

Your access point reports the failure, but only to whoever is looking. This is the single most common gap in SME setups: nobody owns the exception queue, so a failed invoice sits unnoticed until the customer does not pay. Name one person, give them a weekly check, and put it in the holiday handover.

If you are not sure whether your current accounting system can do this, that is the one question worth answering this week. Everything else in the list depends on the answer.
